Pennsylvania July Online Casino Revenue Second Most All-Time, Up 30% Over 2024

Pennsylvania online casino operators had their second-best month ever in July, ringing up $228.3 million in adjusted gross revenue.

The Pennsylvania Gaming Control Board reported on Wednesday $228.3 million in adjusted gross online casino revenue for July, furthering the trend of double-digit, year-over-year growth in 2025.

It was the second-highest monthly adjusted gross revenue (AGR) in Keystone State history, trailing only the $238.2 million reported in March. Taxable operator winnings were up 30.9% compared to last year, and the $1.56 billion accumulated through the first seven months of the year is an increase of 28.9% versus 2024.

The state's cut of tax remits totaled $67.4 million in July as year-to-date receipts eclipsed $450 million. The 12 digital operators reported $7.06 billion in drop, sending the all-time amount wagered digitally since launch in July 2019 over $300 billion.

Penn continues strong summer

Penn Entertainment, whose license includes BetMGM and DraftKings, paced all licensees in revenue at $87.8 million. That was a robust 37.2% increase from last year and the third-highest monthly total.

It also came with a milestone as the digital platforms under the Penn umbrella surpassed $1 billion in all-time, non-poker table games revenue. July's healthy haul came despite a year-low $2.82 billion drop, though action was up 20.2% compared to July 2024.

FanDuel Casino was both a distant and clear-cut No. 2 at $61 million as revenue surged 34.1%. Like Penn, the Valley Forge-tethered licensee had its lightest drop of the year at $1.95 billion, ending a seven-month run of $2 billion or more.

Rivers maintained its iron grip on the final podium spot for revenue with $37.8 million, fueled by a record $5.3 million haul on the virtual felt. Revenue was up 26.6% year-over-year, with table games winnings soaring 50.8%.

Caesars Palace rounded out the quartet of licensees to reach eight figures in winnings as its $10.5 million represented a 10.8% increase. It was the fifth consecutive month Caesars generated at least $10 million in revenue and seventh overall.

Checking out the mid-tier

Three other licensees surpassed $5 million in monthly winnings, led by Golden Nugget's $7.6 million. The 37.1% year-over-year increase in revenue is more impressive considering the betting public came out ahead on table games wagering for the second straight month.

Golden Nugget paid out $69,840 above its $98.3 million drop, pushing its combined losses from June and July to $99,908. Slots provided a better outcome for the house with a record $7.7 million AGR.

BetParx ran its streak with $5 million in monthly revenue to five with $5.6 million. That was up 14.9% compared to July 2024.

Live! cracked the $5 million plateau for the second time, clearing the benchmark by nearly $80,000. That was an increase of 14.6%, buoyed by a record slots win of $4.6 million that absorbed a halving of table games revenue to $483,400.

Not everyone is making gains

Two licensees — Mount Airy and Bally's — posted year-over-year declines in July. Mount Airy had the steeper drop of the pair, with the $2.8 million in winnings down 29.3%. Bally's had a softer landing, as its $3.3 million in revenue represented a downturn of only 4%.
